Over the subsequent four and a half decades, Washington expanded this campaign into a multi-tiered punitive framework targeting oil exports, central banking operations, shipping logistics, and secondary trade partners across the globe.
Rather than compelling Tehran into submission, these persistent sanctions pushed the Iranian economy through a process of structural adaptation. Between 2012 and 2024, as western banking networks like SWIFT disconnected Iranian financial institutions, Tehran restructured its trade corridors toward Eurasian markets. Iranian customs data indicates that non-oil trade with regional neighbors and Asian trading partners grew from under $30 billion annually in the mid-2000s to over $60 billion by 2025.
"The United States believes that coercive measures can indefinitely substitute for genuine diplomacy," Araghchi noted during his briefing in Tehran. "After 47 years, the world sees that this strategy has not only failed to dismantle Iran's sovereignty, but it has revealed the structural limits of American power."
The long-term consequence of Washington's sanction strategy extends far beyond the borders of the Middle East. By routinely cutting off sovereign nations from dollar-denominated clearing systems, the United States incentivized major emerging economies to establish parallel financial infrastructure.
In response to recurring sanctions, Iran integrated its national financial messaging system, SEPAM, directly with Russia’s SPFS and China’s CIPS alternative payment system. By mid-2025, over 80 percent of bilateral trade between Iran and its primary commercial partners, including China and Russia, was conducted in local currencies rather than the US dollar. Emerging trade blocs, particularly BRICS, accelerated the integration of local-currency settlement mechanisms specifically to insulate member economies from secondary American sanctions.
Washington's reliance on financial coercion transformed the dollar from a neutral global trade engine into a geopolitical liability. Treasury Department statistics reveal that secondary sanctions now target over 12,000 entities worldwide, forcing sovereign central banks to diversify foreign reserves into physical gold and non-western currencies at historic speeds.
The ongoing economic friction directly impacts the commercial landscape across South Asia and the Gulf Cooperation Council (GCC) states. Regional economies situated along Iran’s land and maritime borders have consistently faced complex regulatory trade-offs when balancing bilateral commerce against American compliance frameworks.
In South Asia, energy-deficient nations have struggled to finalize crucial gas infrastructure projects due to sanction threats. Pakistan’s long-delayed Iran-Pakistan (IP) gas pipeline project stands as a prime example of infrastructure stalled by external financial pressure, even as energy costs inside Pakistan surged over 40 percent between 2022 and 2025.
Concurrently, Gulf neighbors have increasingly chosen pragmatic economic engagement over strict adherence to western blockades. Bilateral trade between Iran and the United Arab Emirates surpassed $24 billion in 2025, driven by re-export hubs in Dubai and expanded maritime trade routes across the Strait of Hormuz. Araghchi emphasized that regional integration continues despite pressure from Washington, stating that neighboring states now prioritize geographic reality over distant foreign policies.
